I suppose it doesn't hurt, it' just not what most PC Builders do right after a build as the chances of having a faulty component right out of the box is fairly low unless it's a poor quality brand, and if you did have one the symptoms are usually very obvious such as no display, artifacts on the screen, or abnormally poor performance. There is no major risk to stress testing your hardware at any stage, the only risk is if you allow it to run over your maximum temperatures for an extended amount of time on your GPU or if you send too much voltage to your CPU in the process of overclocking, just make sure you read some guides and be careful when overclocking and you shouldn't encounter too many issues.
